So in the red circle if you write your issue you may get sent back here, but if we have said you need to submit a ticket then you need use the four sub in the yellow circle
Here you have four options so choose the one closest to you issue then answer the drop down question 
As you can see click one thats closest to your issue then fill out the form submit you ticket,
If you can not find your issue in the drop down menu then pick one and fill out the form
