Never seen anything like that before, at that stage of upgrade (last quarter or so, maybe even third, of levels 7-9). Some tweaks being going on in Bratislava at last, after all our BCP-related moans?

Haven't seen it with red at all, and only that one yellow -- which might be unreasonable if it were a common thing, as it's > pop, which would likely be unsustainable it came up like blue does at > pop * 2.

This isn't at all the BLZ, but it's another unusually high YCP upgrade.
Twice the pop increase: only a sucker would do that upgrade.

Until the blue / yellow-red imbalance is sorted, I'll do 2x yellow all day long. Yellow? who cares. pfft, swimming in them... LOL

So the biggest dilemma now is this : the system is going to change to one that doesn't look to use city plans at all. At that time PF may or may not give us a chance to convert our old city plans. So do we loosen our miserly fingers around some of these less attractive upgrades, on the assumption that we lose them at some unspecified point in the near future? Or do we persist as we have been on the assumption that PF will make us a good deal for our city plans when the change comes?
BridgeMark I wondered exactly the same. Perhaps the beta -- AKA, more like back to alpha from perpetu-open-freemium beta! 😃 -- will resolve that, either in the form of making clear what the mechanic is, or else by not providing one, and people yelping so loudly that then do a rethink on their redo.
