Category 'Bug and Known issues' is unfortunately the wrong choice and has been changed.
Here in the 'Player Forum' only other players can give you tips, like for example you were already Lv. 73 at the start of the event series because only then you get this achievement. Have you also looked under the seasonal achievements, not all achievements are shown on the 'Main' page.
If there are problems of any kind, where you want a check, better contact the Trainstation Support, because this can not be done here in the forum.
