No room in station to build required building

I am on level 455
at Giovanni station 29/100 i am required to build a building site, which takes up 56 spaces, but the biggest space available is 28, there are no buildings Available to be deleted, I can not buy another street or buy expansions, so how do i complete level 29

To my knowledge, contract #29 requires you to build the Venetian Scene and the Marketplace Scene
Both decorations, and can be placed anywhere

You have to build the Building Site at contract #90 (and sell at contract #93)
