Sets not being counted when sent to Mrs. Wilma

I am working on the Pumpkin Pie I achievement which requires "Dispatch 30,000 train sets local or IT trains to get this reward." I was sending sets to Mrs. Wilma only to find they are not being added to my total on the Pumpkin Pie I achievement. What gives? That's a lot of work for no reward!

EdWeisheit There's generally a delay on the count. Check your total, send a couple of waves, wait for them to return, then check...

I have to send 5.000 steam trains to get a bonus. But only 7 trains will be counted out of 50. Sometimes no train was counted. So there's no chance to rich the bonus within the next 5 years.
