I can add new buildings and even a new street but my passenger count is stuck at 110314

Check your max passenger count. If you have had flags on your station and they have expired - it could well be that your current passenger count is above the current max count. Happens a lot.

I'm on level 425 , loads of streets , loads of buildings , passenger total up to a few million ...All of a sudden it started going down when I sent out passenger trains but the nu8mber of passengers does not increase Latest contract with Richard asks for 183 million gold ...I have no chance ...Please look into this problem ...Thanks
