That's not going to work, specially not for passenger trains. Anything which has great stats today, has medium stats tomorrow, and is worthless the day after. Every week, the SO brings about 70 new passenger wagons you can buy for gold with better stats than before. You mention Catalyst; the payout of Catalyst 1st Class is slightly above Ave 2nd Tail, which was in this weeks SO. I expect the tail wagon of next weeks SO to be better than Catalyst 1st Class. The Catalyst wagons are still part of my best performing gold train, but given the influx of better and betters SO wagons, I expect all the Catalyst wagons to live in my storage by early 2016. (Which means that even all the wagons of my least powerful gold train will have a better payout than the best Catalyst wagon).

So, increase the stats automatically over time, removing incentives to buy more powerful equipment? That would both spoil the game, and PFs source of income.
Why would it break game? Do you think that one, two or three good sets would stop people from spending gems? At higher level, these sets would be still useless as they are now, because strong locomotive with 35 power would still overcome reward sets, even if they updated them, but I am talking about level 0-200 (300). Don't you think that medium contract reward should be equivalent to locomotive with power 17 (buyable around level 150) and wagons from LE (not set, just wagons for money)? I think that this would be fair, but unfortunatelly it doesn't work like this. Even 6 wagons from the latest limited edition can surpass full set from Wolfgang, which you can obtain at contract level 78 (which will cost you dozens of materials and time). So what is the point of "rewards", if they can't fulfil their role? What will motivate me to do contracts, if all I get are useless wagons, which can't be even removed from my storage?
I understand that rewards can't be owerpowered, if my reward is not useful for me, because I am already high level, then its fine, but then it would be nice to have the ability to remove it from my storage.
Actually the only interesting and useful rewards are from Ethan and Ethan 2, which is really sad. Even the Giovanni rewards are mostly stupid and useless (but at least you can delete some of them).
I actually don't mind them mixing. Whenever I look at a category of rolling equipment, be it locomotives, cargo or passenger/mail wagons, it's always sorted from best performing to worst. And that's how I construct my trains: from best performing wagon to least. So, if there's a reward wagon in view, it means it's powerful enough. If it has lousy stats, I never see it.
I buy secret boxes every day for material farming, and I am getting a lot of trash from it aswell, so I have to clean my storage very often. Now, if I would simply scroll at the end, and delete everything bellow some level, it would be fine. But unfortunatelly there are also some unremoveable wagons, mixed with other wagons, and this all makes my storage look chaotic, and scroll bar isn't even visible how small it is.
There is another solution you didn't mention:
Hide rewards using a tickbox (or more permanent setting).
Of course, hiding rewards using a setting, or in a different tab, means that rewards with good stats (which you may want to use), will be hidden there as well.
I would prefer deleting, but hiding them would do the same effect, so I don't mind.
