Institute of Geology won’t upgrade

I’m currently sitting at level 100 and am working on the challenges that require tools from the Institute of Geology. After I deplete the 750 tollos that are there, it says that I have upgraded the location. But it never upgrades. It stays with a 1 in the upper right corner and the amount available never increases from 750. Its done this over 10 times. What am I doing wrong? It s pain that I can not get more than 750 at a time. Thanks in advance.

pixel_player10787361 That is how it works. You do nothing wrong. It says "upgrade" but it means "refresh".

Thanks for the response. It just seems weird that at the iron mill, rubble, etc. the number goes up and the amount available increases but not there.

The oil field and cement factory are similar. No matter how many times they are depleted and refreshed, they still say level 1.
