NeuAnfang level 12, at a minimum you'll need ships from regions 1 and 2.

Since you are able to play an event only after level 12, it is not possible to play it during the first region that is until level 9. Once you are in the second region you will be using ships from the current region (Rotterdam) and one lower (San Francisco).
