RoA is comprised of mainly people that spend a lot of money on the game. Do not expect help from Pixel Federation. No, I am not in RoA. I have tried to understand why they keep a bug in the system that allows those with instant casting abilities to use spells in such a way as to prohibit the person being spelled unable to move troops. If you have been spelled like this you have probably received an error message to the effect of can not execute at this time.
This game started out years ago as a PvP game. You don't farm you can't win. Now it seems to have evolved into 12 weeks of Farmville, then the bosses of which only 1 counts and that 3day period determines the winner. But, the advantage is given to the leading alliances. Try being on at the beginning of the final boss fight and you will see that in the opening seconds the top teams go from 0 to Billions in damage. Not possible, I know. But, I have seen it.
I think that there is a rule that a player can only attack another player once in 48 hours. So I have been told. The rule book is ambiguous at best. Spelling whether 1 spell or 50 in a short period is considered 1 attack. There used to be an unspoken code of honor when attacking another player, you go solo or 1 on 1. This does not seem to be the case anymore. 1 on 1 does not mean you can't ask for help if losing a fight. It means you start 1 on 1. But now I see Mass Attacks being set up against players where any one of the attackers could win solo. This makes the game very harsh for the attacked. Add spelling the troops that are not set to defend and you have effectively eliminated that player for days.
RoA does play dirty, but I have not personally seen them break rules. Walk the line yes, Dirty play yes, The only effective way to not lose your troops to spelling is not having them in your city. Resources are much easier to replace.
Are the attacks on HNE by the same person? Is the spelling by the same person? If not the rules were not broken. You said you had 2 attacks within a few minutes. The attacks must not have gotten 10k of any one resource or you would have received a protection bubble. Is this fair? If done by separate players yes. Is it dirty play yes. But, if you are in an alliance that farms you know that when several people go to farm they don't always keep track of who has been farmed except by the protection bubbles.
Finally, do not expect help from the game owners. Figure strategy to counter the attacks or make them as costly as possible. If they continue ask another friendly alliance for help and coordinate a tactic with them.
