I used the tile locator, but it led me to the green water on to the bottom left dock of little green meadow, but there is nothing there, just the dock. What am I missing?

Please try the last tile finder from different floors in the location. It is known to have malfunctions sometimes.
Did you check with the maps where the last tiles might be? How many tiles are you missing?

Yeah I had already figured it would cause problems in this spot. It is due to a boat being there (or not), depending on where the boat was left last time. Basically : go further to the right side using the bridges and try LTF again.
