After clearing almost all of the "On the way to the airport" I went back to the start. Dao appeared in 2 places. The first had a yellow arrow and blocked progress to the rest of the area. The second looked like Dao after the first one had moved. I went to the Chinese restaurant and cleaned hot sauce, received Dao's meal. Dao would not accept it and move aside. I could not complete the level.
I suspect that initially I was allowed to proceed without getting Dao's meal. Then, when I returned, the game was was confused that I had gotten through without Dao's meal.
