To get to ATLANTIS you need to complete all the Main, Gods & Fathers quests in China.
The final quest in China that unlocks Atlantis is "The Arch Of Dragons" in the game mine "Portal Of 5 Elements".
Which becomes available after completing the quest "Father's Test" in the game mine "Chamber Of Knowledge" & the quest "The Zodiac Race" in the game mine "Zodiac Race Track".
The tiles in Atlantis are much more energy intensive than the tiles in China.
The approximate regional energy requirement difference is:
