So I have opened all of the chests on the main area but it's still saying I am missing a plate piece. Any thoughts?

If you have done everything exactly like shown there, try a restart. Sometimes the game has to synchronize with the server.

Yeah, I have done all that. There are four chests with the bits of plate in them and I have opened them all but it's still not letting me fix the pipe.
