Have you double checked your Inventory Backpack to see if the permit is there?
Have you gone back & spoken again to both the character at desk & the character outside?
Maybe try a bit of basic troubleshooting techniques to see if they assist you.
The most common things that alleviate most players issues 9/10 times are:
2️⃣ Log out/in.
3️⃣ Update device/system/apps.
4️⃣ Clear cache/cookies/history/storage.
5️⃣ Re-set modem.
6️⃣ Switch device on/off.
7️⃣ Use different device/browser/medium.
8️⃣ Uninstall/reinstall (only do this if you have your game progress registered with either your email address or Facebook account).
If none of these suggestions assist you.....then you will need to contact Pixel support directly as suggested above by MadameCurie.
