I had the same problem. There was 2 images of Pele, one over the top of the other. Once you collect the plate pieces and go back ouside, Pele is meant to move from the 1st place spot to the space behind the podium. However, the problem here is the Pele on the 1st place spot doesn't disappear. When you click on or tap Pele the game thinks you clicking on the one that's on the first place spot. To get past this, make sure you click or tap on the head of the second Pele (you may need to zoom in). This will then end the quest and you can procede.
