Have you changed regions since the 1st time that you completed Diggys 8th Birthday?
There are 2 places you can check if you have already done an Event....in your Museum tab you can look at the Achievements & Treasures sections.
Also you can see if the Event has 3 Gold Medals at the top through the Map tab.
