Have you definitely checked your inventory backpack & there are 6 Pigeons in there?
Try leaving this scene through the entry/exit point....then return to the old woman.
Try to completely close the game & restart it.
Try clearing your cache, cookies, history, etc. (If you can)
You can also try uninstalling & reinstalling the game, Facebook, Google Play, browser, etc. (But ONLY do this if you have a player ID and game progress registered either with your email address or with a Facebook account).
If the old woman still refuses to take your 6 Pigeons....then you will need to contact Pixel support directly.

Do NOT send multiple Pixel support tickets in quick succession...otherwise their spambot might eat them
