If you don't want to spend your event "Special Items" (Captains Hats) you can keep them in your inventory until Valentines Day 2021 is re-released for free next year....then you can have twice as many Captains Hats to spend next year when you will undoubtedly be in a higher region.
You can keep event "Special Items" for seasonal/yearly type events & then use them the following year when they are re-released for free for events such as Christmas, Valentines Day, Easter, Halloween, Diggys Birthday.
