Free Re-released Events (like Dinosaur Park or Parry Hotter) appear as a gift icon in your Camp. The pop-up window says the Pirates Event is in the Shop (map msnager) so it's not FREE.
If you bought the Pirates Event, but can't get it to load, try logging out & refreshing the game. If that doesn't help, you'll need to contact SUPPORT:

Once on the link, scroll PAST the white search🔍 box & choose a category to begin the form. If there's no category options listed, the email address is:

Either method, provide them with your Player ID#, found under the account settungs, upper corner of game window.
