I'm stuck too and am now considering uninstalling Diggy altogether. I found and pulled the first lever and saw the result of doing so. However, when pull the second lever, nothing changes. For the first time in years of playing this game, I'm so disgusted by this level I truly am thinking it's time to kick Diggy out of my life. I've watched the post here that shows each lever and I can find them all but why bother when the second lever does nothing? Argh.
