Todavía no he realizado ese evento, pero he leído que debería poder subir y trabajar en la parte superior de la pantalla y, finalmente, la gaviota se moverá.

You must have completed the first quest of Isis (Egypt).
Did you go to your camp screen and look over on the right side for the packages symbol(s)? On Mobile, the symbol looks like a gift. You have to Claim this event.

I don't know where you are in the process, so here goes:
Why does it seem like this event is not synced with level? 10 and 15 point tiles. Boxes that give me supplies I don't need. Fish in the bathrooms instead of eels.

Because it ISN'T synched with level.
This event was created before Pixel started creating 6 region-specific (segmented) versions of events starting in summer 2017. The main quest line of Dinosaur Park was suitable for Egypt players and Challenge mines were designed for players in Scandinavia and China.
