Stuck after Freya level 21

I can't move on to Freya level 22 in Scandanavia. When I click on the map, it appears I have one Diggy main quest left to do in Egypt, but when I click on the main map, all locations have green checks. Also, I have received the Hero of Egypt achievement, completed the Egyptian Pantheon, collected all treasure pieces related to Egypt, and completed both journals for Father and Diggy. Where else do I look to find out what I am missing?

We don't know locations by number. They are not numbered in the game.

Try talking to Freya in Valhalla. To find Valhalla:

PC/Web:
NOTE: You cannot access Valhalla from the map of a god or the map of the Father.
Open the Map Manager for Scandinavia. Click on the map button labeled "Main." Valhalla is the tall blue mountain in the back.
Mobile/tablet app:
Choose the Scandinavia map. Swipe back to the Thor quest line. Valhalla is the location with the large metal ring around it.

Otherwise, check in Fjordheim.
