That is not correct.
The tile costs depend on the region and are independent of the level.
All Egyptian players will have the same tile costs in events, no matter their level, same goes for all regions.
Scandinavian players will all have the same tile costs in an event, but higher ones as Egyptian players.
All Egyptian players will have the same tile costs in Egyptian locations, no matter their level.
All Scandinavian players will have the same tile costs in Scandinavian locations, no matter their level. The tile costs will be higher than in Egyptian locations.
