In the app, Caravan is built by the quest Building an Outpost (I went to Camp after Smuggler's Den & clicked on the speaking character. I was sent to dig wood from the Abandoned Tunnel & upon returning to Camp the Caravan building should have appeared. I had to exit & return to the app to get it to show up.
Once it appeared, I was able to do the next task of activating a camel.
