22/25? Yet all sites complete?

Hello,

I have completed all quests in Dragon of Fire and have started Dragon of Metal, yet it says I have only completed 22/25? Where are the remaining sites and how do I access them?

I like to completely finish one Dragon before starting the next one.

The Father quests in China is currently 22/30.

they don't even have those counts on mobile, so I'm not really familiar with them.

You missed a side quest from the town, Digjong.
But they don't start until near the end of Dragon of Metal.
So you have not missed it yet.
