LTF seems to be confused about the set up of that quest. Just move from screen to screen trying LTF from beginning to end, basically ignoring LTF when it wants to go to another screen unless it is going to the next screen that you want to go to.
There are basically three open buildings with lower level sewers that you have to travel through. You meander around the city a bit, go into a building, go down a man hole into the sewer, and come up a ladder in a different part of the city. Then basically make your way to another open building and repeat that two more times.
