puppy rescue

am on the map and have got to a point where everything is locked but I have got all the puppies from the sites before. How do I open locked areas? I have got all 5 pups from each of the different sites but cannot get the rest without unlocking...at least that is what I assume as no info given

If the last location was Abandoned Toy Storage and nothing new opened after that:

Did you go back to the House of Rodgers Family and put all 75 puppies on pillows?
Did you roll the green/red present over to the dog parents? Did Devilla swoop in and take Gongo and Gerdi?
Did you talk to the Rodgers' in the house?
Did you go back to Camp and talk to the Rodgers'?
