Tile cost is based on your region. in Segmented Events. Older Events, prior to Spring 2017 were Unsegmented & the tile cost was the same for everyone.
So if you played the Halloween 2018 Event last year while in Egypt, it stands to reason that the tiles would cost more now that you're in a higher region.
