How do I get started in the Research centre?

Might be good to know what exactly you need help with? The location in general? The building? A puzzle?
You mean how to move the the directional tiles? If yes, you look above and place the arrows and hands in the same order.

Or the pipes? The clue is on the table. HINT: Place the straight vertical pipe closest to the door.

Ball puzxle? The clue is given while pressing the buttons, think on the RT? Let's you see the room & you need to place the balls in the same positions to open the door.

Walk toward the fence. Twelve should move up. Keep walking toward her. She's going to levitate the two metal containers so you can move below them without being seen. Keep following her to the left. She'll put a hole in the corner of the fence.
