Diggy's Special Events have gone through a few changes in the way the Mines (locations) in them are set up. The most significant change is from them being unSegmented to being Segmented. This change occurred in the first half of 2017, so it is fairly new.
UnSegmented Events were designed with Tiles and Materials found in all of the five Regions (Egypt, Scandinavia, China, Atlantis and Greece). Most of the Mines contained a section in them called "Hard Part", and it is in these sections most of the higher value Tiles and the Materials found in the higher Regions could be found.
Segmented Events are designed with Tiles and Materials found in the Region the player is in at the time they start the Event. Instead of having a difficult "Hard Part" in any of the Mines they have Challenge Areas.
With both the unsegmented and Segmented Events, it isn't necessary to do the Hard Parts or the Challenge Areas in order to complete the Event. It isn't even necessary to break all other tiles otherwise. To complete the Event the player only needs to complete the Quests (Tasks) they are given. If they do that, then they will be given a banner like the following:

Whatever part of the Event they have completed will be filled up. Clearing a Location always means breaking all of the Tiles in that Location. For the Segmented Events the player doesn't need to clear the Challenge Areas to have Cleared Locations, but for the unSegmented Events they need to clear the Hard Parts in each Location (as well as every other Tile) in order to have Cleared Locations.
Of the two recent Events, James Blond was an unSegmented Event and Parry Hotter was a Segmented one. The statements you have made concerning James Blond don't apply because it isn't Segmented and also has Hard Parts and not Challenge Areas.
At the beginning of a Free Event the player is told if it is a new Event or an older, reintroduced Event. And they can check the Wiki site to learn how much Energy is required to do the Event, as well as anything else about the Event they might wish to know:

BTW I started Diggy when all the Events were still unSegmented, so I've been through not having the Energy to clear them, and just enough maybe to complete them. I learned how to build up my Camp and use what is available to make my Diggy stronger and get needed Materials to help. A big part of Diggy's Adventure is strategy.
