pixel_player375744498 Have you visited the Challenge locations yet? Somewhere after the first or second quest you are told to visit the Challenge locations. You need to do that before it will let you do any other locations. You don't have to clear any tiles in those Challenge locations at the time, you just need to pop your head in.
Every Event that has any Challenge locations will require you to visit them before it will let you progress with any other locations.
