Can't find the makeup. I've cleared the location, but still no makeup. Can't complete the quest.

It looks like pots of paint rather than make up. Hope that helps. Sorry I did it a while ago and can't remember the exact location.
You must talk to the Betaperson in the mine by the Omega's than you have the make up
