How do I get the guard in the prison to give me the key. I'm stuck

Went back out and talked to the blacksmith on right edge and scruffy guy next to the east fence side. Went back in and the guard gave it to me.
pixel_player28164252 That isn't the answer, I have talked to everyone and the guard still won't give me a key. Went into elephant pagoda and talked to the two people there, the guard has now given me the key
You need to speak to the blacksmith.
Spoke to the two people in the Merry Elephant pagoda and spoke to the guard, nothing.
Spoke to the blacksmith & went to the guard in the prison he immediately gave me the key.
You need to talk to everyone in the city to get all of the clues before the guard will give you the key.
