If I remember correctly, you have to go back to Kevin, he asks you to give something to Whitney. Then you should be able to get to the snowman head.
J'ai le meme problème. Je cherche depuis hier.
Later on in the quest when Whitney wants to go outside and play in the snow the crows move and you can complete the snowman.
