I've finished all the regular locations but the challenges won't open up. Have they not been released ? Is there something else required ? Being a previous year, I would assume they are ready to go.
Have you done the Cupid's quest to make caramel hearts in your kitchen? It is separate from the story line. After that one you get a quest to open the first challenge and after that they are all open

Perhaps a Help/Support ticket should be created. I had no problems in the Kindle app. The Challenges opened up after completing the 1st candy...
There are two types of Caramel Hearts you can make in the Kitchen; the regular Caramel Heart and the Cupid's Caramel Heart. You need to make the regular Caramel Heart to unlock the challenges. If you make the Cupid's Caramel Heart (the one that uses the arrows) instead then the challenges will remain locked until you make the regular one.
After you’ve made that Caramel Heart then look at the open quests to see if you need to check in with anyone to compkete the quest. If I’m remembering correctly you need to go back to camp and talk to Cupid.
